Standardization work proposal to NURC POW

I have uploaded a draft proposal to be submitted to the NURC Programme of Work, called "Standardization processes for underwater acoustic communication". It is a slightly updated version of a proposal I submitted some years ago. It describes a broad view on how standardization processes for underwater communications could be done. I view JANUS as one piece in this puzzle.

The submission deadline is near, so comments can only be accomodated if they arrive very soon. In the longer term I would be interested to know who are in favor of these ideas, and also who do not agree (and why).

Additions to the section "National Efforts to be leveraged" are welcome at any point in time.

Roald's standardisation proposal has now become a Norwegian national request to NURC and I have respponded by working with various key UW Comms and propagation modelling players to organise a conference in 2012 on channel modelling and validation for UW communications. The intention is to convene a breakout session to address the issue of what constitutes a good channel model and how to capture the physics necessary to adequately characterise the channel for a given comms environment and application scenario. The intention is to work towards a concensus on standardising channel models for performance simulation testing.
